Why Academic Documents Need Verification Before Apostille

DIRCO cannot apostille your degree or matric certificate directly. Foreign authorities need confirmation that your qualification is genuine and was issued by a recognised South African institution. This verification must come from the relevant South African authority:

  • SAQA – For university degrees, diplomas, and other tertiary qualifications
  • QCTO – For trade certificates
  • Umalusi – For matric certificates 
  • Basic Education – For transfer certificates and school reports

Only after verification can the document proceed to DIRCO for apostille (Hague countries) or authentication (non-Hague countries).


Submitting an unverified qualification to DIRCO will be rejected.


Verification Authorities: SAQA, QCTO, UMALUSI, or BASIC EDUCATION?

SAQA (South African Qualifications Authority)

SAQA verifies tertiary qualifications registered on the National Qualifications Framework (NQF):

  • University degrees (Bachelor's, Honours, Master's, Doctorate)
  • Diplomas and Higher Certificates (NQF level 6 or higher only)
  • Postgraduate qualifications
  • Professional qualifications

SAQA issues a verification letter confirming your qualification is authentic and registered on the NQF. This letter is what gets apostilled—not your original degree certificate.

QCTO (Quality Council for Trades and Occupations)

QCTO verifies trade certificates:

  • Trade Certificates NQF Level 2-6
  • Trade Certificates issued under the Skills Development Act (from November 2013)
  • Trade Certificates from the Department of Labour/Manpower
  • Trainee Certificates under Section 30 of the Manpower Training Act

Umalusi

Umalusi verifies school-leaving qualifications:

  • National Senior Certificate (NSC) – current matric
  • Senior Certificate (SC) – matric issued after 2002

Basic Education 

The Department of Basic Education verifies school-leaving qualifications:

  • National Senior Certificate (NSC) – issued before 2002
  • National Technical Certificate: Level N3 - N6
  • National Certificate: Vocational (NCV)
  • General Education and Training Certificate for Adults (GETC: ABET)

Umalusi holds records from November 1992 onwards. For certificates issued before 1992, SAQA handles verification.

What is a SAQA Verification Letter?

A SAQA verification letter confirms that your tertiary qualification:

  • Was issued by a recognised South African institution
  • Is registered on the National Qualifications Framework
  • Is authentic and not fraudulent

This letter is essential for overseas employment, immigration, and applications for further study.

How We Obtain Your SAQA Verification

  1. You provide documentation – a scanned copy of your qualification, ID, and completed application forms
  2. We submit to SAQA – Application lodged on your behalf
  3. SAQA verifies – They check their database and contact your institution directly if needed
  4. Verification letter issued – We collect the original letter
  5. DIRCO apostille – We submit for apostille/authentication

SAQA Processing Time

Typically 10-25 working days, depending on:

  • SAQA's current workload
  • If your degree is uploaded onto the NQF database
  • How quickly your institution responds to SAQA's verification request if your degree is not registered on the NQF database

What Can Delay SAQA Verification?

  • Qualification not on SAQA's system – Older or less common qualifications may require manual verification
  • Institution unresponsive – Some institutions are slow to respond to SAQA
  • Outstanding fees – If you owe money to your university, they may refuse to verify your qualification until the account is settled
  • Incomplete application – Missing documents or incorrect forms

Umalusi Verification for Matric Certificates

What Umalusi Verifies

  • National Senior Certificate (NSC)
  • Senior Certificate (pre-2008 matric)

  • Certified copy of your matric certificate

  • Details of the destination country/embassy

Processing Time

Umalusi aims to complete verification within 24 working hours (approximately 3 days), though this is not guaranteed during busy periods.

What Umalusi Cannot Verify

  • Certificates issued before November 1992 (contact SAQA instead)
  • Results not yet certified (contact Department of Basic Education)
  • Tertiary qualifications (contact SAQA)
  • Qualifications from unregistered institutions (requires notarisation route)

Things to Know Before You Start

Start early

SAQA verification alone takes 15-25 working days. Add time for DIRCO and possible embassy attestation. Begin the process at least 6-8 weeks before you need your documents.

Keep your originals safe

  • Never laminate certificates—they cannot be verified if laminated
  • Store in plastic sleeves or folders
  • Replacement certificates are difficult and time-consuming to obtain

Your original degree stays with you

For SAQA-verified qualifications, we apostille the SAQA verification letter, not your original degree certificate. Your original remains safe with you.

Outstanding university fees

If your institution has unpaid fees, it may refuse to verify your qualification with SAQA. Settle any outstanding accounts before starting the process.

Foreign qualifications
If your qualification was obtained outside South Africa, it cannot be apostilled in South Africa. You must have it authenticated in the country where it was issued.


Frequently Asked Questions

How long does the entire process take?
For SAQA route: 4-6 weeks (SAQA 15-25 days + DIRCO). For Umalusi route: 1 - 4 working days. Add 1-2 weeks for embassy attestation if required.

Can I apostille my original degree certificate?
No. DIRCO apostilles the SAQA verification letter, not your original degree. This protects your original document.

Do I need to apostille my transcript as well?
Depends on your destination's requirements. Some countries want a degree + transcript, others only the degree. Contact us with your destination, and we'll confirm.

What if my university closed down?
SAQA may still be able to verify if they have records. Contact us to discuss your specific situation.

Can you help if I'm already overseas?
Yes. You can courier certified copies to us, and we handle everything in South Africa. We courier the final documents back to you internationally.

My TEFL certificate is from a private college—what do I do?

Is a notarised copy of my degree acceptable?
Some countries accept notarised copies via High Court apostille, others specifically require SAQA verification. We'll advise based on your destination country.
